Advocacy on the Issues of Human Security
1. Monitoring of human rights situation
CIF conducts overall monitoring of human rights situation in Nepal with the support of its regional networks and focal organizations. Apart from this, CIF specifically carries out regular monitoring of HR situation of 30 programme districts covered by the European Commission funded capacity building programme. The monitoring covers different aspects of human rights violations- violations of rights of women, children, as well as rights to expression, personal security and so on. The task of monitoring is supported by regional coordinators of CIF, informal partners, regional and district networks of CIF. Based on the information obtained, CIF prepares a periodical report on analysis of HR situation in the county. The reports are disseminated to the public through publication and web site of the organization.

2. Monitoring of peace process
CIF regularly monitors the peace process of the Nepal in general and of its programme districts in particular. CIF monitors media reports to record and analyze the instances of violence. In the same way, CIF collects information from the field through its regional programme coordinators, informal partners and regional and district networks. The collected information is compiled in the form of trend analysis report. Based on that, system of early warning and early action are developed and disseminated through web site and publications.

3. Monitoring of proliferation of small arms and light weapons
CIF is the member of South Asian Small Arms Prevention Network - Nepal. Monitoring the proliferation and use of small arms in Nepal is one of the working areas of CIF. The mass production and misuse of small arms were the major issue during the internal armed conflict in Nepal. The trend has not stopped even after the signing of the Comprehensive Peace Accord (CPA), 2006 between the Maoists and the Government of Nepal. Presently, more than 100 armed groups have been formed in Terai region. In the same way, half a dozen of armed groups are active in the eastern hills of Nepal. The armed groups are massively using the small arms posing threat to the security of people there. As CIF is implementing its Capacity Building Programme for Protecting HR and Fundamental Freedoms in 30 districts covering entire Terai and 10 districts of eastern hills, it is actively involved in monitoring the use of small arms in Nepal in support of its regional level networks. The use of the arms directly contributes to HR violations and increasing trend of violence. Therefore, CIF is carrying out lobby and advocacy related work with policy makers to stop and prevent the use of small arms.
4. Advocacy on the Issues of Human Security
CIF is working in the field of peace and Justice. It has been monitoring and advocating on the issues of economic, social and cultural rights (ESCR) believing that violation of ESCR creates ground for the violence. Human security is the prerequisite of peace and justice. As per the Human Development Report 1993 of UNDP, CIF believes that the concept of security must change from exclusive stress on national security to a much greater stress on people's security, from security through armaments to security through human development, from territorial security to food, employment and environment security. Thus, fulfilling the basic needs of the people and preserving the basic human rights standards are crucial to security. In this context, CIF is committed to work on the issue of human security. It has been regularly monitoring human security situation in Nepal through its regional level networks and district focal organizations.
